It finances the purchase, construction, or improvement of a home on federal trust land for Native American veterans, or veterans married to a Native American, when the veteran's tribal government has a Memorandum of Understanding (MOU) with the VA (VA.gov — Home Loans).
Because federal trust land can't be used as collateral the way conventional lenders require, most private lenders won't finance homes there at all. The NADL solves that gap directly: the VA lends at a low fixed rate it sets itself, with $0 down, no monthly mortgage insurance, and a funding fee of just 1.25% on a purchase — the lowest fee of any VA purchase option.
An NADL can also be refinanced through an NADL IRRRL at a 0.50% funding fee, mirroring the streamlined process available on conventionally financed VA loans. Because the VA processes the file directly rather than a local lender, expect the timeline and paperwork to look a little different from a typical VA purchase.
