A VA cash-out refinance allows eligible Veterans, service members, and surviving spouses to convert home equity into cash, replace an existing mortgage, or refinance non-VA debt. This process involves obtaining a new VA-backed loan that is larger than your current mortgage balance, with the difference paid to you in cash. Understanding how your entitlement and loan limits factor into this type of refinance is crucial for planning your financial goals.
The VA does not set a maximum loan amount for eligible borrowers who have full entitlement. However, for those with partial entitlement, loan limits apply, generally mirroring the conforming loan limits set by the Federal Housing Finance Agency (FHFA). As a mortgage brokerage, Simply Approved Mortgages can help you navigate these details in Florida and Colorado.
What is a VA cash-out refinance?
A cash-out refinance is a mortgage option that lets you use your home equity. With this loan, you take out a new mortgage for more than you currently owe on your home and receive the difference in cash at closing. This can be used for various purposes, such as home improvements, debt consolidation, or other significant expenses. The VA partially guarantees these loans, which are originated by private lenders.
Unlike some other refinance options, a cash-out refinance requires a full appraisal and credit underwriting. You must also intend to occupy the home as your primary residence, generally within 60 days of closing. This ensures the property meets the VA's standards for safety, soundness, and sanitation, known as Minimum Property Requirements (MPRs).
VA entitlement and cash-out refinancing
Your entitlement is a key factor in determining your eligibility and the potential size of your cash-out refinance. The U.S. Department of Veterans Affairs guarantees a portion of your loan to the lender, reducing the lender's risk. This guarantee is known as your entitlement.
For many borrowers, full entitlement means there are no VA-imposed loan limits. This change was implemented with the Blue Water Navy Vietnam Veterans Act of 2019, effective January 1, 2020. Before this, the VA would limit the loan amount it guaranteed. Now, with full entitlement, the maximum loan amount is determined by what a private lender will approve based on your financial qualifications, such as income and credit history.
What is full and partial entitlement?
You generally have full entitlement if you have never used your VA home loan benefit, or if you have paid off a previous VA loan and sold the property, restoring your entitlement. If you still have an active loan or previously defaulted on one, you might have partial, or remaining, entitlement.
With partial entitlement, the VA will apply a loan limit. This limit is based on the FHFA conforming loan limits, which vary by county. For 2026, the baseline conforming loan limit is $832,750, with higher limits in some high-cost areas. Your remaining entitlement would cover 25% of this limit. If you have reduced or partial entitlement, limits apply and are equal to the FHFA conforming loan limits; you could still obtain a loan up to the county limit as long as your remaining entitlement covers 25% of the difference between the full entitlement amount (which is 25% of the county loan limit) and the entitlement already used. The VA funding fee for cash-out refinances
Most cash-out refinances include a one-time funding fee. This fee helps offset the costs of the home loan program and can be financed into your loan amount. For a cash-out refinance, the funding fee is a flat percentage of the loan amount, regardless of your equity or loan-to-value ratio.
If it's your first time using your home loan benefit for any type of loan (first use), the funding fee is 2.15% of the loan amount. For subsequent uses, the fee is 3.30%. There are key exceptions: Veterans receiving or entitled to VA compensation for a service-connected disability, those rated eligible from a pre-discharge exam, active-duty Purple Heart recipients, and qualifying surviving spouses are exempt from paying this fee. Your Certificate of Eligibility (COE) confirms your exemption status. You can use our funding fee calculator to estimate your costs. (Source: VA funding fee and closing costs.)

Eligibility for a VA cash-out refinance
Beyond entitlement and loan limits, several factors determine your eligibility for a cash-out refinance. You must meet specific service requirements, generally 90 consecutive days of active service during wartime, 181 days during peacetime, or 6 years in the National Guard or Selected Reserve. Your discharge must be other than dishonorable. Surviving spouses may also be eligible.
Lenders will assess your financial health through underwriting. While the VA does not set a minimum credit score, individual lenders typically have their own requirements. A critical part of VA underwriting is residual income, which is the amount of discretionary income you have left each month after paying major debts and housing expenses. This is the VA's distinguishing test for evaluating your ability to afford your new mortgage payment.
When a VA cash-out refinance fits your needs
A cash-out refinance can be a powerful tool if you have substantial equity in your home and need to access cash. It can be a good option if you want to consolidate high-interest debt, fund significant home renovations, or pay for education expenses. Because these loans never carry monthly mortgage insurance, it can be a cost-effective way to tap into your home's value.
However, a cash-out refinance might not be the best fit for everyone. If your primary goal is simply to lower your interest rate without taking cash out, a VA Interest Rate Reduction Refinance Loan (IRRRL), also known as a streamline refinance, might be more suitable. This is often a quicker process with less documentation. You can explore the differences in our comparison of IRRRL vs. Cash-Out Refinance. Also, remember that you remain responsible for ongoing homeowner obligations like property taxes, homeowners insurance, and home maintenance.

Frequently asked questions
- 01Is this guide a loan approval?
No. This guide is educational. Eligibility, loan amount, and terms are decided by the lender after reviewing your Certificate of Eligibility, credit, income, residual income, and the property. It is not a loan approval, a final offer, or a rate quote.
- 02Who may qualify for a VA-backed loan?
Eligibility is based on service history and confirmed by a Certificate of Eligibility. The home must meet VA Minimum Property Requirements and generally must be occupied as a primary residence. Credit, income, and residual income review still apply.
- 03Do borrowers still have homeowner obligations?
Yes. You keep making the monthly mortgage payment and paying property taxes, homeowners insurance, and HOA dues when applicable, and you maintain the home. VA-backed purchase and cash-out loans generally require you to live in the home as your primary residence.
- 04Is Simply Approved Mortgages a lender?
Simply Approved Mortgages is a mortgage brokerage, NMLS #2620881. It is not a lender or a bank, and it is not the VA, HUD, FHA, or any government agency; and program availability depends on lender, investor, state, and federal requirements.
