Comparing VA Cash-Out Refinance With Other Equity Options: What
Published:

Accessing your home's equity can provide funds for various needs, from home improvements to debt consolidation. For eligible Veterans, service members, and surviving spouses, a cash-out refinance is one option, but it's important to understand how it compares to other common ways to access your home equity. This comparison can help you determine the best path for your financial goals.

Understanding a VA Cash-Out Refinance

A cash-out refinance replaces your existing mortgage with a new, larger VA-backed loan. The difference between your new loan amount and your old loan balance, minus closing costs, is paid to you as cash. This loan is partially guaranteed by the U.S. Department of Veterans Affairs, but it is originated by a private VA lender partner, as the VA itself does not lend money except for the Native American Direct Loan (NADL) program. You can use a VA cash-out refinance even if your current mortgage is not a VA loan. This option allows you to potentially consolidate debts, fund education, or make significant home repairs. Eligibility requires a Certificate of Eligibility (COE), meeting service requirements, and intending to occupy the home as your primary residence.

Key Features of a VA Cash-Out Refinance

One of the most significant benefits of a cash-out refinance is that it never requires monthly mortgage insurance, unlike many conventional loans. This can lead to lower monthly payments over the life of the loan. The amount you can borrow for a cash-out refinance is determined by individual lenders. For a standard VA cash-out refinance, lenders in our network commonly cap the loan at 90% loan-to-value (LTV), and this LTV includes the financed funding fee, meaning the total loan cannot exceed 90% LTV due to the fee. Some investors may allow up to 100% LTV for eligible borrowers with a FICO score of 620 (or 660 if the loan exceeds conforming limits), provided the home is not owned free and clear, with the total LTV/CLTV cap of 100% including the financed funding fee. These are lender overlays, not VA rules, and requirements vary by lender and by file. (Source: participating lender and investor program guidelines)

Loan amounts are also subject to conforming loan limits set by the FHFA (a national baseline, with higher limits in designated high-cost areas) for those with reduced or partial entitlement. For borrowers with full entitlement, there are no VA loan limits. (Source: VA funding fee and closing costs.)

There is a one-time funding fee that applies to most cash-out refinances. For a VA cash-out refinance, the funding fee is 2.15% for first use and 3.30% for subsequent use, regardless of equity or loan-to-value. This fee can be financed into your loan. Certain Veterans are exempt from paying this fee, including those receiving VA compensation for a service-connected disability, Purple Heart recipients on active duty, and qualifying surviving spouses. Eligibility for exemption is confirmed by the Certificate of Eligibility (COE). (Source: VA funding fee and closing costs.) Cash-out refinances also benefit from a lender origination charge cap of 1% of the loan amount, and the VA defines a list of non-allowable fees that cannot be charged to the Veteran. There are no prepayment penalties. You must intend to occupy the home as a primary residence, generally within 60 days of closing. Cash-out refinances require a full appraisal, credit underwriting, and comparison disclosures.

Home Equity Loan

A home equity loan is a second mortgage that you take out in addition to your existing primary mortgage. You receive the entire loan amount as a lump sum, which is repaid over a fixed term with a fixed interest rate. This means you have two separate mortgage payments each month: one for your original mortgage and one for your home equity loan. The amount you can borrow with a home equity loan is typically limited to a percentage of your home's equity, with the maximum depending on the lender, your credit, and your existing mortgage balance. Your credit profile and the equity you have in your home are key factors in qualifying for an equity-based loan.

Home Equity Line of Credit (HELOC)

A HELOC is a revolving credit line that uses your home as collateral, similar to a credit card. If you are approved for a HELOC, you can borrow money as needed, up to an approved limit, during a "draw period" (often 10 years). During this period, your payments are typically interest-only. After the draw period, the "repayment period" begins (often 20 years), and you pay back both principal and interest. HELOCs usually have variable interest rates, meaning your monthly payments can fluctuate. They offer flexibility, allowing you to access funds only when you need them. However, if interest rates rise, your payments could increase significantly. Details on home equity lines of credit (HELOCs) are available from consumer financial protection resources.

Other Refinance Options (Conventional, FHA)

If you don't have this type of loan or aren't eligible for one, other refinance options exist, such as conventional or FHA cash-out refinances. A conventional cash-out refinance can also convert your home equity into cash by replacing your current mortgage. However, Many other mortgage types may require mortgage insurance if you borrow more than a certain percentage of your home's value, but VA loans never carry monthly mortgage insurance. While the Federal Housing Finance Agency (FHFA) sets conforming loan limits that apply to VA loans only for borrowers with reduced or partial entitlement, there are no VA loan limits for borrowers with full entitlement. An FHA cash-out refinance is another option, often available with lower credit score requirements. FHA loans require both an upfront mortgage insurance premium (UFMIP) and annual mortgage insurance premiums (MIP), which add to your monthly costs.

Some lenders in our partner network offer a standard cash-out program capped at 90% LTV. The separate high-LTV cash-out program has a maximum LTV/CLTV of 100% / 100%, including any financed funding fee, and a minimum FICO of 620 (660 above conforming limits). A home owned free and clear is not eligible for that 90.01%–100% high-LTV tier, but it can still qualify for a standard cash-out refinance. 90.01%–100% LTV is available at investors that follow VA Circular 26-19-05 without overlays. Texas 50(a)(6) is not allowed. These are lender overlays, not VA-wide requirements; the VA sets no minimum credit score. Availability and terms vary by lender, investor, and file and can change without notice; underwriting, appraisal, and final lender approval are required. When a VA Cash-Out Refinance May Be Best

A cash-out refinance is often an excellent choice if you are an eligible Veteran, service member, or surviving spouse and want to lower your interest rate, eliminate monthly mortgage insurance, or convert a non-VA loan into this type of loan while also accessing cash. It can provide a significant lump sum without a second monthly mortgage payment. However, it means your entire loan balance will have a new, potentially longer, repayment term.

Before proceeding, you should consider the one-time funding fee and other closing costs. You can learn more about these costs and what to expect on our page about VA refinance closing costs. Remember, Simply Approved Mortgages is a mortgage brokerage, not a lender, and we can help you explore your options.

When Other Options Might Be Better

A home equity loan or HELOC might be preferable if you want to keep your existing mortgage and interest rate, or if you only need access to a smaller amount of cash. A HELOC can be particularly useful if you anticipate needing funds over time for ongoing projects or as an emergency fund, as you only pay interest on the amount you draw.

These options, however, typically do not offer the same potential for borrowing up to a high percentage of your home's value without mortgage insurance, which is a unique advantage of the cash-out refinance. Always compare the interest rates, fees, and repayment terms across all available options. Our VA loan calculator can help you model different scenarios.

Choosing the Right Option for You

The best way to access your home equity depends on your personal financial situation, your eligibility, and your goals. Consider whether you prefer a lump sum or a line of credit, whether you want to consolidate your mortgage into a single payment, and your tolerance for variable interest rates. Reviewing your credit, income, and the equity in your home are crucial steps. While debt-to-income is considered, the VA's distinguishing test in its underwriting process is residual income.

The essentials

Frequently asked questions

01Is this guide a loan approval?

No. This guide is educational. Eligibility, loan amount, and terms are decided by the lender after reviewing your Certificate of Eligibility, credit, income, residual income, and the property. It is not a loan approval, a final offer, or a rate quote. A credit pull is typically required for a formal prequalification or approval.

02Who may qualify for a VA-backed loan?

Eligibility is based on service history and confirmed by a Certificate of Eligibility (COE). The home must meet VA Minimum Property Requirements and generally must be occupied as a primary residence. Credit, income, and residual income review still apply, and a credit check is part of the process.

03Do borrowers still have homeowner obligations?

Yes. You keep making the monthly mortgage payment and paying property taxes, homeowners insurance, and HOA dues when applicable, and you maintain the home. VA-backed purchase and cash-out loans generally require you to live in the home as your primary residence.

04Is Simply Approved Mortgages a lender?

Simply Approved Mortgages is a mortgage brokerage, NMLS #2620881, licensed in FL and CO. It is not a lender or a bank, and it is not the VA, HUD, FHA, or any government agency; program availability depends on lender, investor, state, and federal requirements.

05What is the VA funding fee for a cash-out refinance?

The funding fee for a cash-out refinance is a one-time fee paid to the VA on most these loans. For a first-time use, it is 2.15% of the loan amount, and for subsequent uses, it is 3.30%. Some borrowers, including Veterans receiving or entitled to VA compensation for a service-connected disability or active-duty Purple Heart recipients, are exempt. (Source: VA funding fee and closing costs.) (Source: VA funding fee and closing costs.)

06What is the difference between a VA cash-out refinance and a HELOC?

A cash-out refinance replaces your existing mortgage with a new, larger loan, giving you a lump sum of cash and often a single monthly payment. A HELOC is a separate, revolving line of credit that allows you to borrow funds as needed, up to a limit, during a draw period, resulting in two separate payments.
