If you are a Veteran or active-duty service member in Florida or Colorado, a VA renovation loan allows you to finance home improvements alongside your home purchase or refinance. This means you can buy a home that needs updates and include the cost of those renovations in your single VA-backed mortgage, or refinance your current VA loan to make improvements. Simply Approved Mortgages helps eligible borrowers arrange these specialized loans in both states. A key benefit of A VA renovation loan allows you to combine the cost of purchasing a home and its improvements into a single loan, or, for current homeowners, to refinance and include funds for home improvements.
VA does not have a separate program called a "renovation loan" — lenders use the term for a standard VA-backed purchase loan or cash-out refinance structured to include eligible repair or improvement costs, subject to VA appraisal rules and the lender's own program guidelines.
Understanding VA Renovation Loans
A VA renovation loan combines the cost of your home and its necessary improvements into one mortgage. This can be a practical option for buying a property that requires repairs or upgrades, rather than purchasing a move-in ready home at a higher price point. This type of loan also allows current homeowners to refinance their existing mortgage and include funds for renovations. The U.S. Department of Veterans Affairs (VA) guarantees a portion of these loans, which are originated by private lenders. The VA itself does not lend money, except for the Native American Direct Loan (NADL) program.
How VA Renovation Loans Work
When you use a VA renovation loan, the estimated cost of repairs or improvements is added to the purchase price or the outstanding balance of your existing mortgage. The total loan amount, including the renovation costs, must still fall within the VA's guidelines and the lender's approval criteria. An appraiser will assess the home's value based on its post-renovation condition. The renovation funds are typically held in an escrow account and disbursed to contractors as work is completed and inspected, ensuring the improvements are made properly.
Eligibility Requirements for a VA Renovation Loan
Your eligibility for a VA renovation loan mirrors the standard VA home loan requirements. You must meet specific service requirements set by the VA and obtain a Certificate of Eligibility (COE). A COE is an official document from the VA that confirms your eligibility for VA home loan benefits. You can obtain your COE through VA.gov, through a lender via WebLGY, or by mailing VA Form 26-1880.
Service requirements include:
- 90 consecutive days of active service during wartime.
- 181 days of continuous active service during peacetime.
- 6 years in the National Guard or Selected Reserve, or 90 days under Title 32 (at least 30 consecutive), or 90 days of active duty.
- Surviving spouses of service members who died in the line of duty or from a service-connected disability and who have not remarried (or remarried after age 57 or on/after December 16, 2003).
- Your discharge from service must be other than dishonorable.
Primary Residence Occupancy and Underwriting
A key VA requirement is that you intend to occupy the home as your primary residence. Generally, you must move into the home within 60 days of closing. VA purchase and cash-out refinance loans — including those that add renovation funds — require that you occupy the home as your primary residence; they cannot be used for a rental property. The only exception is the VA Interest Rate Reduction Refinance Loan (IRRRL), which can refinance an existing VA loan on a home you previously occupied, even if it is now a rental, but it cannot add renovation or cash-out funds (Source: VA Lenders Handbook, Chapter 3).
During underwriting, lenders will review your credit history, income, and financial obligations. While the VA does not set a minimum credit score, individual lenders establish their own criteria. Lenders also evaluate your debt-to-income ratio and, uniquely for these loans, your residual income. Residual income is the amount of discretionary income you have left each month after paying major expenses, ensuring you can afford the home and its upkeep.
Renovation Scope and Property Types
The renovations must improve the safety, structural integrity, or livability of the home. This includes things like updating kitchens and bathrooms, replacing roofs or HVAC systems, or making accessibility modifications. These loans generally require properties to meet Minimum Property Requirements (MPRs) for safety, structural soundness, and sanitation. Luxury improvements like swimming pools or extensive landscaping would typically not be financed if they are the primary renovation being funded, as they are generally not considered to improve safety, structural integrity, or livability in the context of MPRs. The property itself must meet VA Minimum Property Requirements (MPRs) once the renovations are complete.
Eligible properties include 1-4 unit homes (where you occupy one unit), VA-approved condominiums, and new construction. Manufactured homes can be eligible for purchase or cash-out refinance loans that include renovation costs, subject to specific lender requirements such as being multi-wide only, on a permanent foundation, built on or after June 15, 1976, and a minimum of 600 square feet and 12 feet wide.
The VA Funding Fee for Renovation Loans
Most VA renovation loans include a one-time funding fee. This fee helps offset the cost to taxpayers for the loan program. You can pay this fee at closing or finance it into your loan amount. As a mortgage broker, Simply Approved Mortgages can help explain these costs.
The funding fee rate depends on the loan type (purchase or cash-out refinance), whether this is your first or a later use of the benefit, and, for purchase loans only, your down payment:
- For VA purchase or construction loans that include renovation costs, the funding fee for less than 5% down is 2.15% for first-time use, and 3.30% for subsequent use.
- For VA purchase or construction loans that include renovation costs, the funding fee for 5% to 9.99% down is 1.50% for either use.
- For VA purchase or construction loans that include renovation costs, the funding fee for 10% or more down is 1.25% for either use.
- For cash-out refinance loans, the funding fee is a flat 2.15% for first-time use, and a flat 3.30% for subsequent use, regardless of equity. (Source: VA funding fee and closing costs.)
You are exempt from paying the funding fee if you are a Veteran receiving or entitled to VA compensation for a service-connected disability, rated eligible from a pre-discharge exam or review, an active-duty Purple Heart recipient, or a qualifying surviving spouse. Your Certificate of Eligibility confirms any exemption. You can learn more about these fees at VA.gov. VA Renovation Loans in Florida
Florida's housing market offers diverse opportunities for renovation. From historic homes in St. Augustine or Pensacola to fixer-uppers near military bases, a VA renovation loan can help you tailor a home to your needs.
Property Taxes and HOAs in Florida
Property taxes in Florida vary significantly by county. For example, the median property tax in Hillsborough County (Tampa) can differ substantially from that in Duval County (Jacksonville). Homeowners are responsible for these ongoing taxes. Many communities, especially in newer developments, have homeowners' associations (HOAs) with monthly or annual dues. These fees cover shared amenities and maintenance, and it's important to factor them into your budget. HOAs also typically have rules and approval processes for exterior renovations, which you will need to consider alongside VA guidelines.
Florida Military Installations
Florida is home to numerous military installations, making it a popular state for service members and Veterans. These include MacDill Air Force Base in Tampa, Naval Air Station Jacksonville, Eglin Air Force Base near Fort Walton Beach, and Patrick Space Force Base on the Space Coast. Finding suitable housing near these bases, which may require some updates, is a common scenario where a VA renovation loan can be beneficial. VA Renovation Loans in Colorado
Colorado's housing landscape, from urban areas like Denver to mountain communities, also presents opportunities for VA renovation loans. Many homes, particularly in established neighborhoods, could benefit from modern updates or energy efficiency improvements.
Property Taxes and HOAs in Colorado
Colorado generally has lower property tax rates compared to some other states, but the actual amount depends on the county and assessed value. For instance, taxes in El Paso County (Colorado Springs) will differ from those in Denver County. As a homeowner, you are responsible for paying these taxes. HOAs are very common in Colorado, particularly in condominium complexes and planned communities. These associations often have covenants and restrictions that apply to home improvements, requiring pre-approval for many renovation projects. For more information on VA loans in Colorado, see our dedicated page on VA Loans in Colorado.
Colorado Military Installations
Colorado hosts several vital military installations. Fort Carson and Peterson Space Force Base are major presences in Colorado Springs, while Buckley Space Force Base is located in Aurora, near Denver. Many Veterans and service members seek homes in these areas, and a VA renovation loan could help them customize an older property to their liking, or improve an existing home.
Considerations for Your Renovation Project
When planning a VA renovation loan, it's helpful to consider these points:
- Contractor Selection: You will need to work with qualified, licensed contractors for your renovation project. The lender typically requires bids from contractors.
- Budgeting: Be sure to get detailed estimates for all work to be done. It is wise to include a contingency fund for unexpected issues that may arise during renovations.
- Timeline: Renovation projects have varying timelines, from a few weeks to several months. This should be factored into your moving plans or current living situation.
- Calculator Tool: Use this type of loan calculator to explore how different renovation costs might impact your potential loan amount. For example, if you are purchasing a home and plan for renovations, your total financed amount before funding fees and other costs could include the home price plus the renovation costs.
Is a VA Renovation Loan Right for You?
A VA purchase or cash-out refinance loan structured to include renovation costs offers a way to finance both your home and its improvements with a single loan, often without requiring a down payment for eligible borrowers with full entitlement. This can open up more housing options, allowing you to consider homes that need work but are in desirable locations or within your budget.
However, these loans also involve more steps than a standard purchase, including contractor bids, inspections, and managing the renovation process. If you are comfortable overseeing or coordinating a renovation, and prefer to personalize your home from the start, a VA purchase loan or cash-out refinance that includes funds for renovation could be an excellent fit. If you're looking for a simpler process, you might consider an existing move-in ready home.
For current homeowners looking to make significant updates, a cash-out refinance can provide funds for renovations. This type of refinance requires a full appraisal, credit underwriting, and comparison disclosures, and must comply with applicable loan-to-value limits, which vary by lender and can be up to 100% of the property's value including the financed funding fee. Frequently asked questions
- 01Is this guide a loan approval?
No. This guide is educational. Eligibility, loan amount, and terms are decided by the lender after reviewing your Certificate of Eligibility, credit, income, residual income, and the property. It is not a loan approval, a final offer, or a rate quote.
- 02Who may qualify for a VA-backed loan?
Eligibility is based on service history and confirmed by a Certificate of Eligibility. The home must meet VA Minimum Property Requirements and generally must be occupied as a primary residence. Credit, income, and residual income review still apply.
- 03Do borrowers still have homeowner obligations?
Yes. You keep making the monthly mortgage payment and paying property taxes, homeowners insurance, and HOA dues when applicable, and you maintain the home. VA-backed purchase and cash-out loans generally require you to live in the home as your primary residence.
- 04Is Simply Approved Mortgages a lender?
Simply Approved Mortgages is a mortgage brokerage, NMLS #2620881. It is not a lender or a bank, and it is not the VA, HUD, FHA, or any government agency; program availability depends on lender, investor, state, and federal requirements.
- 05What is the VA funding fee?
The funding fee is a one-time fee paid to VA on most VA loans. The amount depends on the loan type, down payment, and whether it is a first or subsequent use. Some borrowers, including Veterans receiving or entitled to VA compensation for a service-connected disability, are exempt. The VA website provides further details on funding fee exemptions.
- 06What types of renovations are allowed?
Renovations must improve the safety, structural integrity, or livability of the home. Examples include updating kitchens/bathrooms, replacing roofs, or making accessibility modifications. Luxury items like swimming pools are generally not eligible. All improvements must ensure the property meets VA Minimum Property Requirements upon completion.
- 07Do I need a down payment for a VA renovation loan?
For eligible borrowers with full entitlement, this type of loan structured to include renovation costs, whether a purchase or cash-out refinance, can allow for $0 down payment up to what a lender will approve. However, if your entitlement is limited, a down payment might be required, or if a lender's overlays require one. The funding fee rates for purchase and construction loans vary based on the down payment amount.
