A VA renovation loan allows eligible Veterans, service members, and surviving spouses to finance both the purchase of a home and its necessary renovations, or to refinance an existing VA loan to include home improvements. This type of loan can be helpful if you find a home that meets your needs but requires updates or repairs to be move-in ready or to increase its value. Simply Approved Mortgages can help you explore whether this option fits your situation.
VA does not have a separate program called a "renovation loan" — lenders use the term for a standard VA-backed purchase loan or cash-out refinance structured to include eligible repair or improvement costs, subject to VA appraisal rules and the lender's own program guidelines.
The VA itself does not offer a specific renovation loan program, except for the Native American Direct Loan (NADL) which can be used to purchase or construct a home on trust land. For most veterans, when they want to finance home renovations with this type of loan, lenders structure this using a standard VA-backed purchase loan or cash-out refinance, subject to VA appraisal rules and the lender's own program guidelines.
What is a VA renovation loan?
The VA does not have a distinct renovation loan program; however, a VA purchase loan can finance the cost of buying a home with planned improvements, and a cash-out refinance can provide funds for home improvements. This means you do not need to take out a separate construction loan or personal loan for renovations. For a VA purchase loan, an appraisal establishes a Notice of Value based on the property's condition, with new construction reflecting an 'as-completed' value. Cash-out refinances also require a full appraisal to establish the property's current market value, while VA IRRRLs (streamline refinances) generally do not require an appraisal.
Types of home improvements covered
While there are no specific VA guidelines for what you can do with cash from a cash-out refinance, you can use the funds for improvements that increase the home's value, make it more livable, or address safety, soundness, or sanitation issues. These can range from cosmetic upgrades to larger projects like kitchen remodels or roof replacements. A VA appraisal establishes a Notice of Value (NOV) and checks Minimum Property Requirements (MPRs) for safety, soundness and sanitation. For a purchase loan that finances new construction or significant improvements, the appraisal will establish a value for the property as completed, while cash-out refinances require a full appraisal to determine the property's current market value. VA IRRRLs, a type of refinance, generally do not require an appraisal.
Eligibility and occupancy requirements
To be eligible for a VA renovation loan, you must first meet the standard VA loan eligibility requirements. This includes having a valid Certificate of Eligibility (COE) based on your service history.
Your COE confirms that you meet the minimum service requirements: * 90 consecutive days of active service during wartime. * 181 days of continuous active service during peacetime. * 6 years in the National Guard or Selected Reserve, or 90 days under Title 32 (at least 30 consecutive), or 90 days of active duty. * Surviving spouses may also be eligible under specific conditions.
You must also intend to occupy the home as your primary residence, generally within 60 days of closing. This benefit is designed for personal occupancy, not for investment properties or second homes.
The VA funding fee for renovation loans
Most these loans, including purchase loans and cash-out refinances, require a one-time funding fee. This fee helps offset the cost to taxpayers and keeps the loan program running. You can pay the funding fee at closing or finance it into your loan. The amount of the funding fee depends on your service history and whether you have used your loan benefit before.
For VA purchase and construction loans, the funding fee rates apply based on your down payment: * 2.15% for first use when putting less than 5% down. * 3.30% for subsequent use when putting less than 5% down. * 1.50% for either first or subsequent use when putting 5% to 9.99% down. * 1.25% for either first or subsequent use when putting 10% or more down. Certain individuals are exempt from paying the funding fee, including Veterans receiving or entitled to VA compensation for a service-connected disability, active-duty Purple Heart recipients, and qualifying surviving spouses (www.va.gov/housing-assistance/home-loans/funding-fee-and-closing-costs/). Your Certificate of Eligibility will indicate if you are exempt.

Underwriting a VA renovation loan
Just like other these loans, lenders review your financial situation to ensure you can comfortably manage the mortgage payments. Lenders look at factors such as your debt-to-income ratio and residual income. Residual income is a key VA underwriting metric, representing the money left over each month after paying major expenses and taxes, based on regional tables and household size. While the VA does not set a minimum credit score, individual lenders will have their own credit score requirements.
For this type of loan financing new construction, an appraisal may establish an 'as-completed' value, meaning the value of the home after the proposed work is finished. However, a cash-out refinance requires a full appraisal to determine the property's current market value, not an 'as-completed' value. The appraiser will also ensure the property meets Minimum Property Requirements (MPRs) for safety, structural soundness, and sanitation. It's important to remember that a VA appraisal is not a home inspection. You may still want a separate home inspection for a more detailed review of the property's condition.
Refinancing your existing VA loan for renovations
If you already have this type of loan, you might be able to use a cash-out refinance to finance home improvements. A cash-out refinance replaces your current mortgage with a new, larger loan, allowing you to take the difference in cash. This cash can then be used for renovations, debt consolidation, or other needs. The Interest Rate Reduction Refinance Loan (IRRRL) is a streamline refinance designed to lower your interest rate or convert an adjustable-rate mortgage to a fixed rate. IRRRLs generally do not provide cash out, though you can receive up to $500 back for payoff changes, computational errors, or reimbursement of an out-of-pocket cost — except in Texas, where it is $0; a loan may never be sized with the intent of returning cash to you. To learn more about these options, you can read about cash-out refinance eligibility requirements and IRRRL eligibility.
With a VA cash-out refinance, many lenders in our network may allow you to borrow up to 90% of your home's appraised value, with the total loan amount (including the financed funding fee) subject to this cap. Some investors may permit a total loan amount up to 100% LTV, including the financed funding fee, for balances above 90.01% LTV, provided the FICO is at least 620, or 660 if the loan also exceeds county conforming loan limits, and provided the home was not owned free and clear. These higher-LTV cash-out options are not available for Texas 50(a)(6) loans. These are lender overlays, not VA rules, and terms vary by lender, investor and file and are subject to change without notice. The VA sets no minimum credit score; lender requirements can vary. The VA funding fee for a cash-out refinance is a flat 2.15% for your first use of VA loan benefits and 3.30% for subsequent use, regardless of your equity or loan-to-value. You can try out different numbers for a cash-out refinance using a calculator to see potential loan amounts. For example, if your home is valued at $400,000 and you owe $250,000, you might be able to access cash for renovations through a cash-out refinance, after accounting for the financed funding fee, assuming you meet lender requirements. The total new loan amount, including the financed funding fee, must adhere to the lender's LTV cap for a cash-out refinance.
Is a VA renovation loan right for you?
A cash-out refinance can be an excellent choice if you: * Want to fund repairs or updates to your current home. * Wish to make significant improvements to your current home and have an existing VA loan or qualify for one. * Are eligible for VA loan benefits and want to leverage the program's advantages, such as no down payment (for eligible borrowers with full entitlement) and no monthly mortgage insurance.
A cash-out refinance may be an option for financing home renovations. If you're exploring different ways to use your home loan benefit, consider reviewing our guide to VA refinance loan options for other financing strategies.

Frequently asked questions
- 01What is considered a "VA renovation loan"?
The VA does not have a distinct renovation loan program. Instead, a VA purchase loan can finance the cost of buying a home with planned improvements, or a cash-out refinance can provide funds for home improvements.
- 02Can I use a VA cash-out refinance to fund home improvements?
Yes, a cash-out refinance replaces your current mortgage with a new, larger loan, providing cash that can be used for renovations. For a VA cash-out refinance, the full appraisal establishes the home's current appraised value. An appraisal for loans financing new construction reflects the property as completed, but this concept does not apply to a cash-out refinance; a VA IRRRL generally does not require an appraisal.
- 03What is the VA funding fee for a cash-out refinance used for renovations?
The funding fee for a cash-out refinance is a flat 2.15% for first-time use and 3.30% for subsequent use. This fee applies regardless of your home equity or loan-to-value. (Source: VA funding fee and closing costs.)
- 04Are there property occupancy requirements for a VA renovation loan?
Yes, whether through a purchase or cash-out refinance, you must intend to occupy the home as your primary residence. This generally means moving in within 60 days of closing; investment properties and second homes are not eligible.
- 05What are the credit score requirements for a VA renovation loan?
The VA sets no minimum credit score; however, lenders in our network set their own requirements, which can vary by lender, investor, and file.
- 06Can I finance major structural changes or additions with these loans?
Funds from a VA cash-out refinance can be used for improvements that increase the home's value, make it more livable, or address safety, soundness, or sanitation issues. These can include larger projects like kitchen remodels or roof replacements.
